Yes, Fenix headlamps can handle extreme temperatures. However, the main concern will be with the battery. Lithium ion batteries do not perform well in extreme cold. CR123 batteries work better because they are more cold-resistant and will not slowly drain. Only use CR123A batteries in a headlamp whose user manual lists them as usable — some Fenix headlamps (for example the HP25R V2.0) do not allow CR123A batteries.
