Yes, the CL23 does have a memory function. It will turn on into whatever mode it was in when it was last turned off.

Does the CL23 have to use 3 batteries?

No, you can use 1, 2, or 3 batteries in the CL23 lantern. It should be noted that 1 or 2 batteries should only be used in an emergency. The high output will only be available when using all 3 batteries.
