There are a couple of reasons that your headlamp may not be reaching the upper output levels.

The battery may be low. Please try to recharge the battery. If the problem persists, try a different battery in the headlamp.

The headlamp may be too hot. Overheat protection will keep the HM61R from going into higher output levels if the light is about 149 degrees Fahrenheit (65 Celsius) or higher. Please allow the headlamp to cool and then try to activate the higher output levels again.
